The ACOSME project aims to promote higher-quality healthcare services for mothers and pregnant women by optimizing the management of facilities at various territorial levels, in alignment with Haiti’s national priorities (Health Master Plan 2012-2022 and National Strategic Plan for Reproductive Health and Family Planning 2013-2016).

In partnership with Haiti's Ministry of Public Health and Population (MSPP), the initiative seeks to enhance the accessibility and cultural acceptability of healthcare services for targeted populations. The project strengthens healthcare infrastructure by providing quality equipment and carrying out rehabilitation work. Its objective is to ensure a sustainable and qualitative healthcare offering for mothers and children.

The accompaniment (rather than substitution) approach adopted in this project requires significant involvement from key stakeholders at the departmental and local levels to achieve results and ensure the sustainability of progress made.

Improve the quality of healthcare services provided

ACOSME focuses on strengthening the capacity of facilities to provide high-quality healthcare services for mothers, newborns, and children, including obstetric emergencies and family planning, through staff training and supervision.

The project supports 20 healthcare institutions in enhancing the quality of healthcare services.

Improve healthcare infrastructure

The project also improves existing infrastructure through the construction of centers, the provision of equipment, and rehabilitation work to ensure the sustainability of services. A few high-quality mother-child health centers serve as anchors for the initiative, complemented by innovative microprojects like motorcycle ambulances.

Enhance the acceptability and utilization of healthcare services

ACOSME aims to improve the acceptability and utilization of healthcare services by fostering a better understanding among the population and healthcare workers of the benefits these services offer for women, men, and children.

Men, women, and community leaders are sensitized to the importance of the continuum of maternal and child healthcare services. Through the creation of Women’s Committees for Health Services (CFUs), ACOSME equips, informs, and mobilizes communities around maternal and child health issues.

Perinatal Services

Raising awareness about the importance of health centers for newborn care

In Haiti, maternal and infant mortality rates are very high. At the start of the project, there were 81 child deaths per 1,000 live births and 480 maternal deaths per 100,000 live births. Local healthcare services were underutilized due to poor quality, geographical remoteness, lack of medication, and high service costs. ACOSME improves the supply and quality of these services to encourage their use and reduce mortality. Building trust in these services is key to the project's success.

The integration of services at the community level is increasingly recognized as a best practice for improving maternal and child health. It leverages all consultation opportunities to ensure service continuity, including obstetric emergencies. These strategies rely on coordinated interventions by healthcare providers, community members, and civil society.

As the primary stakeholders, women are essential to raising awareness in their communities. ACOSME supported the creation of Women’s Committees for Health Services (CFUs), which now serve as intermediaries between healthcare institutions and the population. CFUs promote the use of improved services with better quality and management.
