Who are we?
CECI is an international organization working towards sustainable and inclusive development with an increased leadership of women and girls since 1958. CECI strengthens the economic development capacities of disadvantaged communities. Project Manager - Monitoring, Evaluation, and Learning Specialist
Under the authority of the Volunteer Cooperation Program Department (VCP-CECI), the incumbent provides technical leadership in monitoring, evaluation, and learning (MEL) for a multi-country program implemented in 10 countries (2020-2028), as well as for related projects.
They are responsible for designing, updating, and harmonizing MLE systems and tools, with a focus on the quality of quantitative and qualitative data, strategic analysis, quality assurance, and reporting to donors, including Global Affairs Canada (GAC) and CECI's monitoring framework.
The incumbent ensures the rigorous measurement of performance measurement framework (PMF) indicators and other performance indicators in order to assess the effects and impact of the program and related projects. She provides leadership for key deliverables: baseline study, annual reports, mid-term evaluation, and final evaluation.
Beyond performance monitoring, they play a key role in capitalizing on collective learning (CECI teams, volunteers, partners), research and methodological innovation activities, and strengthening an organizational culture focused on results, continuous learning, and data-driven decision-making. The incumbent acts as a catalyst for innovation within the VCP, promoting experimentation and adaptive learning. They identify, analyze, and document promising solutions and support their capitalization, dissemination, and, where relevant, scaling up.
