This project, implemented by the Government of Haiti and financed by the Inter-American Development Bank (IDB), aimed to establish a social protection system for vulnerable youth in urban and peri-urban areas, while strengthening the institutional capacities of FAES and MAST.

It included three components, the first of which was designed as an emergency humanitarian intervention targeting young people aged 18 to 35 living in vulnerable neighborhoods.

Within the CARE–CECI consortium, CECI was responsible for implementing Component I in the municipalities of Cap-Haïtien, Trou-du-Nord, and Fort-Liberté. Its mandate included:

  • Conducting a consultative process leading to the selection of infrastructure subproject ideas.

  • Setting up local management structures.

  • Developing detailed preliminary designs (ADPs).

  • Providing support and supervision for the subprojects.

  • Supporting youth employability through socio-emotional skills training.

Create employment opportunities

for people aged 18–35 from vulnerable households, while improving living spaces and targeted areas based on needs identified and prioritized by stakeholders.

Support vocational training

for targeted young people and accompany them in their integration into the labor market.

Select small-scale projects

through a consultative process involving stakeholders in target areas (e.g., municipal representatives, grassroots organizations, youth associations, churches, etc.) with CECI’s facilitation.
