CECI's mandate was to support the communities of Hamdallaye and Fassaly Foutabhé and help them prepare to provide relevant and advantageous information during the surveys and inventories relating to the establishment of the Resettlement and Compensation Action Plan (PARC) as part of the Compagnie de Bauxite de Guinée (CBG) extension project.

Working with the communities

Obtaining the formal agreement of the target communities was a prerequisite for CECI's assistance in the process.

Facilitating collaboration

It was essential to create a good working climate between the various stakeholders involved in the mine extension project and the communities of Hamdallaye and Fassaly Foutabhé, with a view to drawing up a resettlement plan acceptable to the latter.

Encouraging participation

The concerns of the communities to be relocated, including those related to compensation and/or relocation of income-generating activities (IGAs), have been taken into account.

Proposing sustainable solutions

Strategies, approaches and proposals for resettlement that could be satisfactory for displaced communities have been developed, together with recommendations for the sustainability of the approach.

Presenting the findings

Two resettlement plan feedback sessions were organized in the two villages, in collaboration with the project partners.

Support for the communities of Hamdallaye and Fassaly Foutabhé

In order to expand its operations, CBG has to negotiate with the local populations who live on some of the land required to extend its facilities. The aim of the project was therefore to support the two target communities in the development of arguments to assert their present and future interests.

The project thus enabled the Hamdallaye and Fassaly Foutabhé populations to be prepared and to have arguments in hand to defend their position during negotiations with CBG.

Results that count

  • A climate of trust conducive to negotiations was established
  • Communities were able to voice their demands and assert their interests
  • The populations concerned were informed of the resettlement plans
