Cap-Haïtien: Moving forward together toward inclusive governance

The project AGIR – Alliance for Inclusive and Accountable Governance in Haiti continues to support local actors in Northern Haiti in strengthening citizen participation and local governance. In early December, the project brought together representatives from local governments, women’s organizations, universities, the private sector, and civil society to validate a new strategic priorities framework for the development of the metropolitan area of Cap-Haïtien.

This collaborative process reflects a shared ambition: building a resilient, inclusive, and sustainable territory where public decision-making responds to local realities and where women and young people can fully take part in shaping policies.

A shared tool to guide action

Co-developed over several months, the strategic priorities framework provides common orientations in governance, environment, infrastructure, and human rights. It aims to:

  • strengthen coordination among local institutions, citizen organizations, and the private sector;

  • identify priority actions aligned with a common vision for the development of Northern Haiti;

  • promote increased participation of women and young people in territorial planning.

The workshop refined these priorities, outlined a roadmap, and prepared the document for submission to the relevant authorities for implementation.

Moving forward together

For Claude Phanord, Country Director for CECI Haiti, this milestone reflects a strong collective momentum: “Together, we can make the metropolitan area of Cap-Haïtien a model of inclusive and sustainable territorial development.

The project AGIR, funded by the Government of Québec and implemented by CECI, in collaboration with l’Institut d’études internationales de Montréal de l’UQAM, and Maison d’Haïti, and our partners in Haïti, supports actors from the six communes of the Cap-Haïtien metropolitan area to strengthen local governance, promote social inclusion, and advance community-driven development.
