Main responsibilities :
Coordination/Planning:
- Lead CECIs planning, budgeting, and implementation of activities in the 3 countries, ensuring the achievement of results and the correct administration of resources.
- Provide strategic guidance and support community health interventions in the 3 countries.
- In collaboration with CECIs regional director and country directors, manage the human resources under CECI.
SRHR:
- Guide country teams in the design and implementation of SRHR strategies at a community level.
- Provide strategic guidance on gender equity and women's rights to strengthen the autonomy and decision-making capacity of women / adolescents / girls, especially of people in vulnerable situations.
- Support the project´s staff under CECI in the definition of key actions in community SRHR.
Monitoring, Evaluation and Learning:
- Supervise community health MEL activities.
- Provide oversight into the production and dissemination of activities, results and performance reports, including financial reports.
Financial and administrative management:
- Oversee the project’s expenditure under CECI, including oversight of the AWP.
- Ensure that administrative processes are complied in accordance with the manuals and policies of CECI in Guatemala and Haiti and LWBC in Colombia
Representation/Leadership
- Represent CECI at key national and international meetings and events, and presentations related to the project.
- Provide programmatic technical support to both the project team and CECI staff at the international level in the field of SRHR.
Any other activity or function that is required according to the needs and objectives of the project and/or the regional director for Latin America, and that is within the framework and level of responsibility of the position.
This position is for you if you have :
- Master's Degree in Family and Community Health, Master's Degree in Public Health, equivalent or higher academic degree in social sciences, social work, sociology or related and/or in social project management.
- Specialization or training in Sexual and Reproductive Health, Sexual and Reproductive Rights, Family and Community Health and/or project management.
- Minimum 10 years of experience in promoting sexual and reproductive health (SRH) and sexual and reproductive rights (SRR)
- At least 5 years of experience in coordinating programs and projects.
- At least 5 years of work experience with community health and/or primary health systems.
- At least 5 years of experience working in international cooperation organizations.
- Experience in preparing, monitoring and executing budgets.
- Proven experience of effective leadership in managing the project and programme cycle and results-based management.
- In-depth knowledge of sexual and reproductive health and rights laws and policies in Colombia and advanced knowledge on these issues in Guatemala and Haiti, and internationally.
- Knowledge of national and international instruments and mechanisms in favor of women's sexual and reproductive health.
- Knowledge of the social and political reality, needs, culture and social context of women and Afro-descendant, indigenous and mestizo populations in the areas of intervention in Colombia.
- Proven ability to analyze, write, and report
- Excellent communication skills to establish and develop interpersonal relationships with different actors in the public sector, with diverse groups, including community leaders, Afro-descendant/Black/Indigenous authorities, health professionals, residents and civil society.

The contract will be signed with the Center for Study and International Cooperation (CECI) through the office of Lawyers Without Borders Canada (LWBC) in Colombia, according to the regulations and human resources policy of CECI and LWBC.
- The Senior Regional Community Health Specialist will work under the supervision of CECI's Director for Latin America in coordination with the project consortium formed by the USI-CECI-ASFC.
- Location: Cali, Valle del Cauca (PROFAMILIA office), with trips to the project's regions of attention in Colombia, Guatemala, and Haiti (depending on budget and need).
