The Carrefour-Feuilles neighborhood, located on the outskirts of Port-au-Prince, was one of the areas of the capital most severely affected by the devastating earthquake of January 12, 2010. CECI was commissioned by the Haitian government to act as the delegated project manager to address the neighborhood’s deficiencies in urban planning and land use management.
Achievements
Training of ten masonry foremen
on repair techniques promoted by the Ministry of Public Works, Transportation, and Communications (MTPTC)
Initial training for 75 young people from the neighborhood
on improved construction techniques: two sessions have been completed for a group of 50 young people, including 28 women, and one session is currently underway for 25 more young people
Public Outreach on the Law
on the condominium for the benefit of 58 heads of households
900 linear meters of ravines
Processing, clearing, and removal of 28,835 m³ of excavated material, and reconstruction of gabion weirs in the ravines
Reinforcement of 350 linear meters of riverbanks
in ravines, to reduce the risk of flooding and landslides

Perspectives
Several projects underway; concrete work on roadways and stairways along a 551-meter access route
Construction of 139 meters of retaining walls and rehabilitation of 1,850 meters of street

Construction of the first two condominium buildings, to benefit 8 families
With specific objectives in mind, the project aims to:
1) Clear debris from public and private areas;
2) Establish advisory services dedicated to local elected officials, the government, and communities on:
• debris management, repair, and reconstruction of housing in accordance with standardized construction codes;
• conducting preliminary studies on medium- and long-term urban development;
• repairing cracked homes or rebuilding homes that have been completely destroyed or are beyond repair;
• repairing and improving community service infrastructure.
