Following the political and military crisis in Mali in 2012, CECI implemented Phase II of the Support to Rice Producers project in the Ségou region to help secure local food production and strengthen rural resilience. Building on the success of the first phase, this second phase aimed to scale up efforts by increasing rice production in the area covered by the Office du Niger. In partnership with Faranfasi So, the project provided subsidized access to 25,000 bags of fertilizer, supported financial intermediation to facilitate access to credit, and offered agricultural training and technical support to farming families. It also promoted women's economic inclusion through the creation of five rice parboiling centres. In total, 50,000 tons of rice were produced, helping to secure food access and support the autonomy of thousands of rural households.

The 2012 crisis in Mali led to the suspension of agricultural subsidies and increased the vulnerability of rural farmers. In this context, Phase I of the project supported 4,700 families and enabled the production of 10,000 tons of rice. Building on these results, Phase II aimed to ensure the sustainability of the intervention by further increasing access to fertilizer, campaign credit, and agricultural training. Implemented with the support of Fédération Faranfasi So, the project also focused on women’s inclusion by creating rice parboiling centres. This initiative demonstrated how a structured, community-driven agricultural response can enhance food security and autonomy for thousands of farming families.
