The CHUD project supports the improvement of urban infrastructure and public spaces, mainly in the municipality of Cap-Haïtien, while providing technical assistance to strengthen the capacity of the local government. CECI’s mandate includes several components, notably:

  • Mobilizing stakeholders (the Municipality, civil society organizations, and the departmental directorates of the Ministries of Public Works, Environment, and Women’s Affairs) through an operational stakeholder engagement plan and a communication plan.

  • Implementing municipal addressing in Cap-Haïtien.

  • Carrying out small investments generating quick wins in targeted neighborhoods (such as recreational spaces and market rehabilitation).

  • Conducting studies for key investments (rehabilitation of 5 km of concrete roads, construction of a pier, and beach rehabilitation).

Strong potential

Cap-Haïtien has significant potential to become an economic growth hub in the Northern region and at the national level. However, the city faces many challenges that hinder its development. Its rapid and unplanned growth is coupled with increased vulnerability to natural hazards. In addition, residents’ access to basic services is limited and continues to deteriorate, restricting commercial and industrial activity.

The concentration of economic activities and educational institutions in the downtown area puts considerable pressure on insufficient and often deteriorating road infrastructure. Moreover, the city’s rich cultural and historical heritage is threatened by a lack of preservation efforts, while the absence of a coherent urban identity limits its attractiveness and harmonious development.
