The Agriculture, Fisheries Productivity and Rural Market Access Infrastructure Support Program (PAPAIR) is a strategic initiative led by the Government of Haiti to promote the adoption of improved agricultural technologies among farmers through targeted technical assistance. The program aims to strengthen food security by increasing agricultural production and incomes while addressing key challenges, including low agricultural productivity and limited access to agricultural inputs, services and financing. It also supports the development of technical reference materials adapted to local production systems.
Farmers can choose from a diversified catalogue of agricultural technology packages developed by the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR). These technologies are selected based on their contribution to food security, climate adaptation and the environmental sustainability of production systems.
The program includes targeted measures to encourage the participation of women and young people. It is funded by the Inter-American Development Bank (IDB) and the Global Agriculture and Food Security Program (GAFSP).
