The magnitude of the damage caused by the January 2010 earthquake and the 2008 hurricanes clearly demonstrated the country’s level of vulnerability, which is a consequence of the rapid degradation of the environment resulting from exhaustion of resources by the impoverished, poor spatial management, weak infrastructure and certain weaknesses in governance.
Risk and disaster management has long been a forgotten cause in public policy, despite the fact that the country has historically faced natural disasters. The Disaster, Risk and Reconstruction Management Project (Projet de reconstruction, de gestion des risques et désastres, or PRGRD) is one of the first actions by the Haitian government to build the country’s institutional and operational capacities in disaster and risk management.

strengthen 30 CCPCs in 30 communes – twenty (20) in the Ouest Department and ten (10) in the Sud-Est Department;
Ensure
that the 30 CCPCs are set up in the 30 targeted communes;
Form, equip and provide
guidance to CCPCs with consideration to a detailed assessment of their needs
