Call for Proposals: Market Support Partners

CECI is launching a Call for Proposals for the prequalification of business service providers specializing in export/import trade within West African markets, referred to as “Market Support Partners,” as part of the implementation of sub-component 1310 – Strengthening the capacities of women traders to seize regional market opportunities.

The project Making Trade Work for Women in West Africa (MTWW) is implemented by a consortium composed of CECI and TradeMark Africa (TMA), an initiative funded by Global Affairs Canada (GAC).

Prequalified applicants selected as Market Support Partners will be responsible for delivering training and coaching to participating SMEs in order to expand their export/import operations within regional African markets. To be prequalified at this stage, applicants must submit a complete application file including all required information and supporting documents listed in the attachments to this Call for Proposals.

Potential Market Support Partners are invited to submit a complete application, which will be evaluated in accordance with the criteria set out in this Call for Proposals and CECI’s project management manual. Proposals must be submitted electronically by email to mtww.communication@ceci.ca no later than April 6, 2026, at 5:00 p.m. (GMT).

Late, incomplete, or non-compliant submissions will not be considered. Applicants whose proposals best meet the requirements of this prequalification call and the evaluation criteria will subsequently be invited to submit financial offers, which will undergo a second evaluation and negotiations with a view to signing framework partnership agreements.

The issuance of this Call for Proposals does not constitute a commitment by CECI to award a contract, nor does it obligate CECI to cover any costs incurred in the preparation and submission of proposals. CECI reserves the right to reject any or all proposals received. Proposals are submitted at the applicant’s risk, and all preparation and submission costs are borne by the applicant.
