Reporting to CECIs Regional Director in LA (RD), the RPDO is a new position set up to catalyse and accelerate the development of innovative and impactful programs in the region. In alignment with CECI’s theory of change (ToC), as well as the organization´s and the region’s geographic and thematic priorities, the RPDO will be part of a global program development team based in Africa, Asia, Canada, Haiti and LA. To diversify funding in the region, the RPDO will also coordinate with CECIs Global Program Development Officer, country directors in LA and in other regions (CDs), CECIs global thematic leads and specialists, and project managers.

Main responsibilities

Program Development Strategy:

In support of CECIs RD for LA, the RPDO will provide technical support for the development and implementation of a comprehensive program development and fundraising strategy for the region. The strategy will be aligned with CECI’s Theory of Change (ToC), as well as CECIs long-term impact goals and priorities in LA.

  • She/he will track and develop a comprehensive analysis of the funding trends in LA and globally; anticipate the implications of these trends on program development in the region and advise the RD and CDs on the best strategies for program development.
  • She/he will support the identification of promising and impactful program models, that present potential and readiness for scaling up and program development.
  • She/he will support the RD to articulate a strong and compelling value proposition for CECI in LA, as well as position CECI as a partner of choice for diverse donors in the region.

Proposal Development:

To ensure the diversification of funds in the region, she/he will proactively explore funding channels beyond traditional grants (e.g., corporate partnerships, individual donors, impact investing), as well as create a diversified funding portfolio to mitigate risks. The RPDO will proactively carry out research, strategic monitoring and sustained scanning of the funding ecosystem, ensuring CECI is aware of all funding opportunities in the region and globally.

  • The RPDO will coordinate Go-No-Go processes to ensure that the procedures for decision making for program development are rigorously followed.
  • The RPDO, will coordinate the preparation of compelling proposals aligned with donor guidelines and strategic priorities. She/he will coordinate the writing teams and resources during proposal development processes, making sure that deadlines are met.
  • She/he will support the management of local consultant contracts when related to proposal development.
  • She /he will provide support to the RD and CDs in LA, to identify funding gaps, and prioritize development efforts based on the region's priorities and opportunities.

Stakeholder Engagement:

In coordination with CECIs RD, the global program development officer, thematic specialists, and other key staff in the region, the RPDO will identify and engage foundations and donors whose goals are aligned with CECIs ToC. To achieve this, she/he will cultivate strong connections with national and regional governments, academia, civil society, foundations and multilateral agencies, as well as attend meetings, conferences, and networking events.

The RPDO should understand CECI’s comparative and competitive advantage; as well as assess and share with CECIs teams in LA and in other regions, the focus, funding preferences, and grant-making processes of relevant foundations and donors.

Grant Management:

  • The RPDO will oversee grant reporting and compliance, as well as maintain accurate records of interactions with stakeholders.

Ethical Practices:

  • The RPDO will uphold ethical fundraising standards, as well as ensure transparency and accountability in all proposals.


This position is for you if you are :

And if you have :

  • An advanced degree (M.Sc.) in economics, finance, business administration, or related fields.
  • Program development experience in LA, strong networks, and an ample understanding of the region’s context; particularly, its donors’ ecosystem.
  • Experience in innovative and non-traditional funding for non-for-profit organizations.
  • Strong experience in business development and funding mobilization in the not-for-profit sector.
  • Have demonstrated tangible results in securing substantial funding for international NGOs, especially with foundations and other donors (multilateral agencies and bilateral donors other than Global Affairs Canada).
