The opportunity:
The incumbent is responsible for the overall coordination of the data collection and management process for CECI's projects and programs, the quality assurance of the data collected, and the analysis of this data in order to measure and document institutional indicators and report on CECI's impact. In close collaboration with the organization's other stakeholders, he/she monitors and contributes to the identification of learning, best practices, stories of change and innovations within CECI's projects and programs. He/she ensures the harmonization of SoTL practices in projects/programs, supports the development of adapted tools, documents processes that have led to convincing results and/or innovations, produces analyses of the most promising results (success factors), produces and publishes case studies.
Main responsibilities:
- Ensures the implementation of CECI's ATS system in all its programming countries, following the finalization of the system's structure and content.
- In close collaboration with the IT department, coordinates the design and implementation of a centralized IT platform, accessible online, for the collection and management of ATS system data, and ensures its smooth operation.
- Ensures the implementation and animates an ATS community of practice with all ATS specialists of the CECI international network, in order to facilitate the deployment of the ATS system in the network and its appropriation.
- Is responsible for the gradual implementation of all SoTL tools provided for in the Institutional SoTL Framework (SoTL plans, indicator sheets, indicator performance analysis tools, standard ToRs for evaluations, etc.).
- Finalizes the process of developing indicator sheets for all the indicators in the ATS Framework.
- Ensures that the SEA Framework adequately integrates the transformative gender approach and enables progress in gender equality to be documented.
- Ensures the training of network members involved in implementing the SEA system
- Provides technical expertise in the form of SoTL consulting support during project/program design by teams, during the establishment of baseline situations (PMO phase), mid-term or end-of-project evaluations and semi-annual or annual program reviews, when required
- Ensures that project and program indicators are aligned with those of the SEA Institutional Framework, particularly during the design phase, and that they are gender-sensitive.

And if you have:
- A 2nd cycle university degree in a relevant field, particularly in SEA
- At least ten (10) years' professional experience in ATS system design and implementation in complex, multi-country projects
- Strong knowledge of qualitative and quantitative data collection and analysis in development and humanitarian projects (an asset)
- Proven skills in setting up and using database systems.
- Good analytical and technical writing skills (reports, studies, proposals, etc.).
- Very good knowledge of spoken and written French and English, Spanish an asset
- Proficiency with the Microsoft 365 suite, including the data analysis platform (Microsoft Power BI) and advanced knowledge of the Excel spreadsheet.
