Under the authority of the Volunteer Cooperation Program Department (VCP-CECI), the incumbent provides technical leadership in monitoring, evaluation, and learning (MEL) for a multi-country program implemented in 10 countries (2020-2028), as well as for related projects.


They are responsible for designing, updating, and harmonizing MLE systems and tools, with a focus on the quality of quantitative and qualitative data, strategic analysis, quality assurance, and reporting to donors, including Global Affairs Canada (GAC) and CECI's monitoring framework.

The incumbent ensures the rigorous measurement of performance measurement framework (PMF) indicators and other performance indicators in order to assess the effects and impact of the program and related projects. She provides leadership for key deliverables: baseline study, annual reports, mid-term evaluation, and final evaluation.

Beyond performance monitoring, they play a key role in capitalizing on collective learning (CECI teams, volunteers, partners), research and methodological innovation activities, and strengthening an organizational culture focused on results, continuous learning, and data-driven decision-making. The incumbent acts as a catalyst for innovation within the VCP, promoting experimentation and adaptive learning. They identify, analyze, and document promising solutions and support their capitalization, dissemination, and, where relevant, scaling up.

Main responsibilities:

Technical leadership in SEA

  • Plan and coordinate the reporting process for PCV countries and the public engagement component, and ensure that the consolidated report is prepared in accordance with AMC requirements.
  • Monitor the implementation of recommendations from evaluations (particularly mid-term evaluations).
  • Update and harmonize M&E tools and systems to ensure methodological consistency across program countries.
  • Ensure alignment of the PCV M&E plan with CECI's institutional monitoring framework.

Team support and quality assurance

  • Advise country teams on establishing baselines and collecting quantitative and qualitative data.
  • Support the measurement of impacts for target groups and the documentation of evidence-based results.
  • Contribute to the continuous improvement of databases and information management systems.
  • Provide training and support to teams and volunteers on results-based management (RBM) and other innovative approaches.

Learning, capitalization, and dissemination

  • Help identify, analyze, and document best practices, innovations, and lessons learned.
  • Contribute to the production of thematic analyses, case studies, and strategic syntheses.
  • Advise teams on strategies for systematizing and capitalizing on learning.
  • Collaborate with the communications and philanthropic development team to support the dissemination of results.

Digital innovation and artificial intelligence

  • Contribute to the responsible integration of digital solutions and artificial intelligence tools into SEA systems to improve data quality, analysis, visualization, and decision-making.
  • Promote ethical, secure use that complies with donor requirements for data protection.

Cross-cutting approaches and compliance

  • Ensure the cross-cutting integration of gender equality, rights and diversity, environmental sustainability, climate adaptation, and innovation.
  • Contribute to the implementation of the Global Standard for Volunteering.
  • Participate in and/or lead internal and external SEA communities of practice.
  • Comply with CECI's security and protection policies at all times, particularly when traveling internationally.
  • Assume any other responsibilities assigned by management.

And if you have  :

  • Bachelor's degree (undergraduate) in a relevant field, particularly in SEA.
  • More than five (5) years of professional experience in designing and implementing SEA systems in complex, multi-country projects.
  • Strong knowledge of qualitative and quantitative data collection and analysis.
  • Excellent knowledge of results-based management (RBM).
  • Strong ability to maintain well-organized processes and systems.
  • Good analytical and technical writing skills (reports, studies, proposals, etc.).
  • Strong ability to monitor and analyze statistics.
  • Proficiency with Microsoft Office and advanced knowledge of Excel spreadsheets, Kobo Toolbox, and Power BI.
  • Very good knowledge of spoken and written French. Intermediate English to communicate with international colleagues; Spanish an asset.
