The Skills Development Project (SDP) set up technical and consultation services to help various Nepalese Vocational Training Institutes become better organized and develop effective operational and work strategies. CECI worked alongside the Ministry of Education to reform Technical Education and Vocational Education Training (TVET). The project aimed to improve the employability of Nepal’s workforce and transform the education and training sector to better meet market needs in terms of inclusion, socio-economic equality and gender equality.

TVET program reform

Under the project, CECI partnered with World University Service of Canada (WUSC), Nepal’s Ministry of Education and several other academic entities and businesses to reform the TVET program. With funding from the Asian Development Bank (ADB), the project provided technical assistance to the Ministry of Education and the Council for Technical Education and Vocational Training (CTEVT) to implement changes, such as updating the programs on offer. It provided the government the support it needed to begin carrying out major reforms in strategically targeted sectors. This involved updating and raising the quality of public training as well as increasing the job placement rate for people seeking work in the private sector.

A national strategy

The Skill Development Program worked with Nepal’s Minister of Education to implement a new national TVET strategy, establish a new road map and set targets for results.

It worked to set up inclusive training based on market demand, update and improve the quality of the offering, implement institutional and operational policy and reforms, and conduct sound project management, monitoring and evaluation. 

The project set up a fund for the government to offer funding to the entire TVET sector to coordinate and support skills development throughout the country. The objectives were to increase investments in the sector, streamline these investments by setting better priorities, strengthen coordination, and encourage performance measurement based on labour market outcomes (jobs).

Ultimately, the project, which aimed to provide socially inclusive training tailored to market needs, reached more than 30,000 young people. It created 600 new spots in 10 "model" schools and set up specialized gender and social inclusion units.
